Just a note here - I've been asked to notarize copies of a passport several times. It is VERY illegal to notarize/certify a vital document, as you must get those directly from the office in which they originate. However, I will notarize your statement affirming that the copy you have is legit. From what I can tell, it's mostly cruise lines that tell people to "get their passport notarized", without realizing that it's illegal, and they've been okay with the affirmation so far.*
